When you access the website, information of a general nature is collected automatically. This information (server logfiles) includes for example the type of web browser, the operating system used, the domain name of your internet service provider, the IP address, the time stamp of access to the website and similar details. This is exclusively information which does not permit any conclusions to be drawn about you as a person. This information is required for technical reasons to provide the content requested by you on web pages correctly and occurs in a mandatory manner when using the internet. Anonymous information of this kind is assessed by us statistically to optimise our internet presence and the technology behind it. The retention period of aggregated and anonymised statistics is 12 months. The storage of data takes place exclusively for security, statistical and technical reasons, for example also to identify problems.

Cookies are used to make our services more user-friendly for you and to facilitate the use of our website. No cookies are used to collect, process, transmit or store personal data.

Use of local storage

So that you can adjust our website to your personal requirements and use, we also use so-called local storage technology (also known as “local data” and “local storage”). In this process data are stored locally in the cache of your browser and also remain in existence and can be read after the browser window has been closed or the end of the program – insofar as you do not delete the cache.

4. Matomo (Tracking of visits)

The website uses Matomo, a web analysis service software from the provider InnoCraft Ltd.,150 Willis St, 6011 Wellington, New Zealand, for statistical analysis of visitor access. Matomo uses so-called cookies, which are stored on your computer and which enable us to analyse your use of the website. The usage information generated by the cookie (including your abbreviated IP address) is transmitted to our server for this purpose and stored for usage analysis purposes, which helps us to optimise the web pages. Your IP address is immediately anonymised during this process so that you as a user remain anonymous to us. There is therefore no opportunity to assign usage behaviour which has been identified to a certain end-device. The information generated by the cookie about your usage of this website is not passed on to a third party.

If you are not in agreement with the storage and assessment of these data from your visit, you can object to the storage and subsequent use at any time by just one click of the mouse. In this case a so-called opt-out cookie will be filed in your browser, which means that Matomo will not collect any session data. We offer various access options for you to contact the Federal City of Bonn via a contact form or the use of e-mail addresses. Insofar as you use these contacts, the entry of personal data is on a voluntary basis. The legal basis is Art. 6 Para. 1 letter a) GDPR).

6. Forms

If you use our services of online forms (for example by completing a form), your personal data will be collected and processed by us only to the extent that is actually necessary to provide the service or task. In doing so, your data is subject to the internal authority data protection and are used only for the permitted purpose. The data will be deleted when your information is no longer required to satisfy the relevant tasks and after the expiry of the statutory retention period.

A distinction is to be made between the following versions of the forms offered on our website:

Forms without electronic transmission option:
The City of Bonn offers electronic forms for some services, which you download as a PDF format, print out, sign in person and can send to the processing office.

Interactive applications with electronic transmission option:
Data are sent to the office carrying out the tasks in an encrypted form (SSL-encrypted – can be identified by the “https” before the website address called up) for interactive applications.

The forms of the Federal City of Bonn are provided using the form services of Form-Solutions:

By using the form services of the company Form-Solutions, the content of the forms (contact forms and interactive application with electronic transmission option) is stored temporarily for processing at the computer centre of Kommunales Rechenzentrum Niederrhein, Friedrich-Heine-Allee 30, 47475 Kamp-Limpfort. Data processing takes place on the basis of an agreement for order data processing under data protection law.

7. Newsletter

The Federal City of Bonn informs its subscribers about services from the city administration at regular intervals in newsletters. You have the opportunity to subscribe to the newsletter via the website. We require your surname and your e-mail address for this.

A confirmation e-mail in the double opt-in procedure will be sent to the e-mail address entered initially for transmission of the newsletter. Only after the link there has been clicked, will transmission be activated.

The e-mail address and surname collected as part of registration for the newsletter will be used exclusively to send out our newsletter. They will not be transmitted to a third party as part of the newsletter service.

You can unsubscribe from your subscription to our newsletter at any time. Consent for the use of your e-mail address and surname to send out the newsletter can be withdrawn for the future. There is a corresponding link to withdraw consent in every newsletter. In addition, there is the opportunity to unsubscribe from the newsletter at any time directly on our website or to notify us of this in another manner.

Furthermore, there is the option of managing your newsletters yourself on our website. A personal account (user account) is required for this. Your e-mail address and surname are collected and stored to register and use the account.

The legal basis for this processing of your personal data is your consent in accordance with Art. 6 Para. 1 letter a) GDPR.

8. Events calendar

The public events calendar offers information about the wide range of events. This information can be found via the search form. There may be contact information with personal data in the events calendar. This information has been provided on a voluntary basis in the events calendar.

The Federal City of Bonn offers event organisers the opportunity to enter and manage the events themselves in the online events calendar. Please observe our  Conditions of use (opens in a new tab) (German).

Insofar as you are an event organiser and wish to enter and manage an event in the calendar, you are requested to create a user account and register. The entry of personal data, namely an e-mail address and surname, are required for this. The purpose of the collection and storage of the data is to open the user account so that events can be entered and managed.

You can arrange for the user account to be deleted at any time. Consent for the use of your e-mail address and surname for registration and use of the personal account can be withdrawn for the future. Please use our  deletion form (opens in a new tab) to withdraw your consent.

The legal basis for this processing of your personal data is your consent in accordance with Art. 6 Para. 1 letter a) GDPR.

9. Social networks

As part of its public relations work, the Federal City of Bonn offers the social media platforms used by the Federal City of Bonn as an additional effective way of providing information and communicating with interested parties and citizens as a supplement to the website bonn.de and to municipal press releases and newsletters.

Plugins

The social media are integrated via plugins in the Internet offering of the Federal City of Bonn. These are offered in such a way that data can only be transferred after your consent by means of a so-called „two-click solution“. In the course of the two-click solution, you will be asked to explicitly and knowingly decide whether you want to use plugins of social media on www.bonn.de. Only after this consent can you access the social media of the website.

If you activate social media on www.bonn.de, the privacy policy of the respective service always applies to these applications. We therefore expressly ask you to observe the relevant data protection provisions before activating them, because in case of doubt, every time you call up the social media from your computer, data will be transmitted directly to their operators. Which data is collected and how it is processed in individual cases is not fully known by any of the services.

If users are asked for consent by the respective social networks, the legal basis of the processing is based on Art. 6 (1) lit a) DSGVO. Furthermore, the processing is based on Art. 6 para. 1 lit e) DSGVO in conjunction with. § 3 DSG NRW is necessary for the performance of the task of public relations, which is in the public interest. Consent to the release of social network content integrated on bonn.de can be given by pressing a button.

If you would like to enforce a request for information or other data subject rights, you can do this most effectively with the provider itself. This is because only the provider has access to the visitors' data and can provide information or take action. The Federal City of Bonn does not have access to the data itself.

The Federal City of Bonn points out that usage data may be processed outside the European Union. This may result in risks for you as a user, for example, because it may be more difficult to enforce your rights.

Furthermore, the usage data is usually processed for market research and advertising purposes. For example, usage profiles can be created from usage behavior and the resulting interests. The usage profiles can in turn be used, for example. To place advertisements within and outside the platforms that presumably correspond to the interests of the users. For these purposes, cookies are usually stored on the users' computers, in which the usage behavior is saved. Furthermore, data may also be stored in the usage profiles regardless of the devices you use. This applies in particular if you are a member of the respective platforms and logged in to them.

Social media management with SocialHub

If you contact the City of Bonn via the social media platforms Facebook, Twitter, Instagram or YouTube by means of comments, direct messages, mentions or replies, you consent to the data provided via the respective interface (user name, link to profile, content of publication, date, time) being processed and stored in the social media management tool SocialHub of maloon GmbH used by the City of Bonn. If the transmitted content contains additional personal data, this will also be processed and stored in SocialHub. The contractually agreed data processing is generally carried out in a member state of the European Union or in another contracting state of the Agreement on the European Economic Area. The stored data is deleted automatically after the expiry of 365 days (YouTube 30 days).

10. Right to your own image

In accordance with § 22 paragraph 1 of the Copyright Act (Kunsturhebergesetz, KUG), “Images are permitted to be transmitted or put on public display only with the consent of the person depicted”. The persons shown on the city’s website have given their consent.

Insofar as an image is published, which breaches this principle, despite the careful control of content, or if you wish a photo which has been published to be removed (withdrawal of consent), you can notify us of this in writing. It is sufficient if you send us an e-mail. Please describe the image accurately and state on which page it is located.

If you withdraw your consent, the Federal City of Bonn will immediately delete the image or images and no longer use it/them in the future.

11. Rights of the data subject

  • Right of access
    You can request access in accordance with Art. 15 GDPR to your personal data which we process.
  • Right to rectification
    Should the relevant information not (no longer) be relevant, you can request a rectification in accordance with Art. 16 GDPR. Should your data be incomplete, you can request they are completed.
  • Right to erasure
    In accordance with Art. 17 GDPR, you can request the erasure of your personal data. The right to erasure does not exist supplementarily to the exceptions mentioned in Article 17 Paragraph 3 GDPR if an erasure is not possible or only with a disproportionate amount of time and effort owing to the special nature of storage. In these cases, the restriction of processing in accordance with Article 18 GDPR will take place instead of erasure.
  • Right to restriction of processing
    In accordance with Art. 18 GDPR, you have the right to request the restriction of the processing of your personal data.
  • Right to data portability 
    In the event that the conditions of Art. 20 Para. 1 GDPR exist, you have the right to arrange for data to be provided to you or a third party.
  • Right to object
    You have the right to object for special reasons in accordance with Art. 21 GDPR.

These rights can be restricted in accordance with Article 23 GDPR. Federal and Federal State legislators have used the option to restrict the rights of the data subject. Should you wish to use the above-mentioned rights, the Federal City of Bonn will verify whether the statutory conditions are satisfied for this in an individual case.
