Monument areas are characterized by a coherent collection of buildings worthy of preservation or special historical urban layouts. Monument area statutes are adopted or designated for this purpose, which are aimed, among other things, at the special appearance, the unique settlement structure or a large number of registered monuments. This means that not every single building in the designated area has to be a listed building. Rather, the aim is to safeguard the entire complex as a testimony to human history worthy of protection.
The text of the statutes contains, among other things, statements on the area of application, a plan representation and information on the form and materiality of design-defining features, such as the roof, façade and windows, as well as fences, lanterns and green spaces.
Muffendorf monument area - provisional protection status
The Landschaftsverband Rheinland - Amt für Denkmalpflege im Rheinland (LVR-ADR) prepared an expert opinion and informed the city of Bonn that the historic center of Muffendorf meets the "requirements for the designation of a monument area".
The town center of Muffendorf is of great historical and design significance. It is characterized in a special way by its historically evolved village structure, homogeneous development and a coherent and historically significant townscape. Today's town documents and illustrates earlier forms of settlement, construction methods, social and economic conditions that have changed over the centuries and shows historical settlement developments.
The specific objects of protection named in the LVR-ADR's report include the layout of the village, the village streets and squares, courtyards, the rising building fabric with the street details, the open spaces, individual trees and vegetation, the visual references within the village, the perception of the village from the outside and the visual references to prominent objects in the surrounding area.
The city of Bonn commissioned STADTGUUT from Bochum with the creation of the Muffendorf monument area statutes, a handbook (monument preservation explanations for dealing with the monument area statutes) and the accompanying process design.
Information and participation event and site tour
An information and participation event was held on October 18, 2023 (in addition to the formal procedure described above) in order to involve the interested public in the proposed planning at an early stage. Before the event, there was also the opportunity to take part in a joint tour of the site.
At the event, participants were able to find out about the planning and make suggestions and express their opinions.
Goal
The aim of designating the town center as a listed area is to preserve the historic building fabric and the urban structures with their streets, inner garden areas and visual relationships and to ensure further development in harmony with the components worthy of protection.
In future, special requirements will be placed on buildings, open spaces and traffic areas in accordance with the statutes to be drawn up. The statutes are intended to define the specified objects of protection and provide a set of instruments for action.
In addition to the monument area statutes, a handbook in the form of a descriptive brochure will be created, which contains information on the design of the townscape, buildings and open spaces. This is intended to promote high-quality further development of the historic area and support the owners in implementing the objectives of the statutes.
What does that mean for me?
The instrument of the monument area statutes serves to ensure the quality of interests worthy of protection and thus to preserve the history of the village of Muffendorf. The demolition, conversion, new construction or alteration of a structure as well as other projects such as renovation measures within the scope of the monument area statutes are subject to a reservation of permission in accordance with Section 9 of the North Rhine-Westphalia Monument Protection Act (DSchG NRW). The same applies to adjacent projects as part of the protection of the surrounding area in accordance with DSchG NRW. It is checked whether a measure contradicts the protection objectives of the statutes, whereby public monument law is weighed up against private interests.
Note
In accordance with Section 4 DSchG NRW, a provisional protective effect for the area covered by the statutes comes into force as soon as the resolution to establish the site has been passed and published. This means that from the time of the public announcement of the resolution to establish the area in the Amtsblatt of the City of Bonn, an application for permission under monument law must then be submitted to the Lower Monument Authority for all construction measures.
The public announcement was made on April 19, 2024.
Procedure
The formal procedure for drawing up a monument area statute goes through various procedural stages until a legally binding statute is drawn up. These steps include the preparation of the draft statute in consultation with the LVR-ADR, consultation and decision-making in the political bodies, the publication and implementation of the prescribed public participation, the assessment of any suggestions from the public, the final resolution in the council, the submission for approval to the district government and finally the publication and thus the entry into force of the monument area statute.

Combahnviertel monument area - provisional protection status
Due to its historical significance, the Combahnviertel in the district of Beuel is to be designated as a listed area. The resolution to designate the area was passed at the council meeting on March 14, 2024 and published in the Amtsblatt on May 15. This means that provisional protection in accordance with Section 4 of the NRW Monument Protection Act comes into force for the area of application (see illustration), according to which all structural changes are initially subject to approval by the Lower Monument Authority.

Public participation
At its meeting on September 26, 2024, the City of Bonn Council decided to open the draft statutes to the public for a period of one month.
The documents on display can be inspected from January 23 to February 23, 2025 inclusive.
The documents will be on public display in the City Hall, Berliner Platz 2, 53111 Bonn, floor 6B (Geodata Customer Center) and in Beuel City Hall (1st floor in front of the Council Chamber), Friedrich-Breuer-Straße 65, 53225 Bonn.
The documents can only be inspected in the City Hall during the opening hours of the Geodata Customer Center (Monday, Tuesday, Wednesday and Friday from 8 am to 1 pm and Thursday from 8 am to 6 pm) and in Beuel City Hall during general opening hours (Mondays and Thursdays from 8 am to 6 pm, Tuesdays, Wednesdays and Fridays from 7:30 am to 1 pm).

Once the public participation period has ended, the objections received will be discussed with the LVR-ADR. Any amendments to the draft statutes will be submitted to the Bonn City Council for approval. Once the resolution has been passed, the statutes must be approved by the Cologne district government. The monument area statutes will then enter into force on the day of their publication.
Preservation of the characteristic structure
The designation as a listed area is essentially about preserving the characteristic basic urban structure in the various development phases: before the First World War, interwar phase, immediate post-war period, more recent buildings from the 1960s to 1980s. Some of the urban planning criteria to be mentioned here are parcelling, street space with trees, front gardens and open spaces, as well as visual references, but also building cubature, façade design and roof landscapes.
As a result of the enactment of the monument area statutes, all construction measures in the area of application are subject to a reservation of permission in accordance with the Monument Protection Act. The law also provides for temporary protection of the area, i.e. the reservation of permission becomes effective as soon as the public announcement of the decision to establish the area is made. Permission is applied for from the Lower Monument Authority of the City of Bonn. This is intended to ensure that further development of the area is made possible in accordance with its components worthy of protection.

Background to the Combahn district
The Combahnviertel is the area on the right bank of the Rhine to the north of the driveway to the Kennedy Bridge, which is bordered by Konrad-Adenauer-Platz, Sankt Augustiner Straße (B56), Bröltalbahnweg and the banks of the Rhine (including the former Bröltal railway station with loading zone).
The Combahnviertel was created around 1900 on the basis of a development plan developed by Hermann Joseph Stübben and Karl Huppertz. Its basic urban structure has been preserved to this day and the buildings have been continuously developed. It bears witness to the fact that the rapidly increasing population on the right bank of the Rhine in the course of industrialization made it necessary to designate new residential areas. With its historical and more recent buildings, it stands for the creation of a quarter for the upper middle classes at the turn of the century (19th to 20th century) and for its successful urban development up to the present day.
Denkmalbereich Nordstadt- legally binding
Since the 1970s, Bonn's Nordstadt district has increasingly become known as the Altstadt (Old Town) on the initiative of local innkeepers and business people. It is characterized by dense development, winding alleyways and the famous cherry blossom.
In 1990, the city of Bonn established a monument area for the Nordstadt. This covers around 40 hectares, built up with 947 buildings, 375 of which are registered monuments. The reason for this was the special settlement structure and the uniform appearance of the urban quarter, which has essentially not changed since its creation at the turn of the 19th and 20th centuries.
The aim of the statute is to preserve the appearance of the district and protect it from negative changes. The most important effect for homeowners in listed areas is that all structural measures carried out on the exterior of a building are subject to approval. This applies to all buildings in listed areas.
Approval is required before the structural alterations can be carried out.
