2.1 Access to the property is generally permitted for visitors during the officially designated opening hours of the administrative buildings, during public meetings of political bodies of the City of Bonn, as well as for special purposes and expressly defined occasions.

2.2 If necessary, the purpose and reason for the visit will be checked on the premises in accordance with the principle of proportionality. In the interests of public safety, specific checks may be carried out on items and luggage carried on the premises. In exceptional cases - in particular if the provisions of § 3 of these house rules below are violated - visitors may be asked to leave the property.

3.1 The property and its inventory must always be treated with care and in accordance with its intended use. Any actions that are likely to impair the dignity or reputation of the building, the city administration, the Bonn City Council, other political bodies or their activities must be refrained from.

3.2 The display, distribution and affixing of advertising material (posters, flyers, etc.) on and in the property is generally not permitted. Materials relating to campaigns and events with municipal participation or with a direct municipal connection may be approved on application. The application must be addressed to the person or organizational unit responsible in accordance with § 8 sentences 3 and 4.

3.3 All areas, rooms and in particular sanitary facilities must be kept clean. Sanitary areas must not be misused. Waste must be avoided wherever possible. Any waste produced must be disposed of properly in the containers provided.

3.4 Entering and leaving the premises is only permitted through the doors designated for this purpose. These must be kept closed when they are not being used by authorized persons. Windows must also be kept closed as a matter of principle.

3.5 Visitors must remain in the designated waiting areas, if available, before dealing with their concerns.

3.6 The parking and use of bicycles, scooters and other means of transportation is not permitted in the building. They must be parked in the parking spaces provided for this purpose (bicycle stands, bicycle cages, etc.).

3.7 The parking of motor vehicles (cars and motorcycles) is only permitted in the specially designated parking areas. In particular, it must be ensured that fire department access roads and fire department assembly areas are kept clear at all times.

3.8 It is prohibited to carry objects that could endanger public safety on the premises (weapons, mock weapons and other objects that by their nature are suitable and intended to injure persons or damage property). This does not apply to the carrying of such objects by law enforcement and security personnel on official business. It is prohibited to carry and/or consume illegal substances on the premises. The use of signs with unconstitutional, racist, xenophobic, violence-glorifying or other inhuman content and the wearing of such clothing is also prohibited.

3.9 Access to the property under the influence of alcohol or any other addictive substance is prohibited.

3.10 Lingering in the property is only permitted for the intended purpose, e.g. dealing with the authorities. Sitting, lying or sleeping on the floor is not permitted. Begging is prohibited. Inline skating, skateboarding and similar noisy uses are generally not permitted in the buildings and outdoor areas.

4.1 Fire protection and other emergency plans in the building are regulated specifically (e.g. in the respective fire protection regulations).

5.1 Image and sound recordings in the building that go beyond the fulfillment of the tasks of the city administration are generally not permitted. If necessary, permission must be obtained from the Press Office of the City of Bonn.

5.2 The right to privacy in image and sound recordings must be respected at all times.

6.1 Smoking is not permitted in the property. This also applies to electronic cigarettes or similar.

6.2 Outside the property, smoking or similar is only permitted in the designated "smoking areas".

7.1 Animals are not permitted on the premises. Exceptions to this rule are service dogs and guide/assistance dogs for the blind. Animals that are to be presented as part of an administrative procedure may also be brought into the building with appropriate proof and accompanied by the person holding the animal. If animals must be kept on a lead in front of the entrances, this must be done in such a way that no third parties are exposed to danger. The designated dog parking spaces should be used for this purpose.

8.1 The holder of domiciliary rights is the Mayor of Bonn. Domiciliary rights are transferred to the management of the Personnel and Organization Office and the Central Services. The domiciliary rights in the respective properties are coordinated with the management/executive level of the organizational units located there and the Central Services, written down and updated in the event of changes.

8.2 Requests must be complied with immediately.

9.1 In the event of a breach of these house rules, a house ban may be issued.

9.2 Anyone who violates the house rules and causes damage as a result will be held liable for damages.

9.3 The City of Bonn reserves the right to take action under employment law in the event of violations by employees.
