It is often difficult for the people who live there to find a parking space on the public street. At the same time, there are already sealed areas that still offer potential. The city council would therefore like to reduce this parking pressure by making areas that are currently unused or underused available for parking in return for a fee. Initial pilot projects are in preparation.
There is not always enough parking space in the city districts. In some cases, the problem lies in how existing parking spaces are used. For example, residents' private parking spaces are empty during the day when their owners drive to work. Or parking spaces at supermarkets and businesses are not used after closing time or after work. At the beginning of 2023, politicians therefore commissioned the city administration to hold talks with owners of private, commercial and municipal parking spaces, multi-storey parking lots, underground car parks, garages and garage yards - with the aim of jointly developing a concept to make only partially used parking spaces available.
In a communication for the meeting of the Mobility and Transport Committee on July 4, 2024, the city administration presents the current status of "Parking in the neighborhood". While the city can manage its own areas independently, it sees itself in a mediating and moderating role for non-urban areas so that owners can "open" and manage them themselves. For each potential site, a series of investigations are necessary, including those relating to building law requirements. Initial pilot projects should provide important insights in order to achieve a fast and legally secure process. At the same time, a database of potential sites is being compiled, consisting of existing parking areas in the city and relevant municipal properties. In this way, further implementation sites are to be identified on an ongoing basis in the future.
Municipal properties
In terms of municipal properties, the city council has initially focused on school and swimming pool locations. For example, around 70 parking spaces are to be made available in the Rüngsdorf outdoor pool parking lot after the end of the 2024 outdoor pool season. Until then, a number of framework conditions still need to be clarified.
Supermarkets and discount stores
The city administration has already held initial talks with potential companies. Necessary examinations of preferred locations are to be completed in the third quarter of 2024. The plan is to start with two to three parking spaces in 2025.
Other private parking spaces
Talks are currently underway with the Bonn/Rhein-Sieg Chamber of Industry and Commerce about opening up their parking lot on Bonn Talweg. In addition, other suitable private properties are currently being identified and checked for their suitability as a pilot location.
Neighborhood garages/parking lots
A feasibility study with site analysis will be commissioned for the construction of neighborhood garages. In addition, existing parking spaces in the district will be examined for possible extensions.
