City of Bonn supports a wide range of social services

The City of Bonn supports a wide range of social counseling services, measures, projects and initiatives. The services are designed in such a way that they are aimed at all people in Bonn and are easily accessible.

"We are committed to ensuring that sufficient financial resources are made available to strengthen and further develop the social infrastructure and thus improve people's quality of life. In these challenging and crisis-ridden times, it is particularly important to promote cohesion in the city," emphasizes Lord Mayor Katja Dörner. "These funds make it possible to support social institutions, help people in need and build solidarity structures."

In addition to the statutory counseling services for participation, such as general social counseling, debt counseling or addiction counseling, low-threshold educational and meeting services are also supported with voluntary funds from the city of Bonn. As a rule, the services are provided by independent welfare organizations and are subsidized and professionally supported by the City of Bonn. In 2024 alone, funds of around 9.7 million euros have been budgeted for voluntary social measures to support more than 70 measures at 40 providers.

On March 21, 2024, the Committee for Social Affairs, Migration and Health decided to continue to co-finance various social projects. The following is an overview:

District group of Der Paritätische NRW

Together with its member organizations, the Paritätische primarily represents the interests of disadvantaged people and those affected by exclusion. The association is committed to a social and societal policy that enables people to lead a self-determined life and to modern and appropriate framework conditions in social work. The Paritätische supports almost 100 Bonn-based member organizations in their networking activities, advising on the acquisition of funding and organizing specialist conferences and information events. The City of Bonn is providing a grant of just under 37,000 euros in 2024.

Women's counseling center and outpatient support of the association "Help for Women in Need"

As an important contact point for the protection of women and children, the association has been providing unbureaucratic, anonymous and free advice for many years to women and children of all cultural backgrounds who need support in overcoming a wide range of problems and crises. Those affected can find help and support on issues such as separation, domestic violence, parenting problems, residence problems or forced marriage. Increasingly, many refugee women with trauma experiences are also finding their way to the advice center. Outpatient support is an additional important service in the context of the legally funded women's shelter also operated by the association. This provides an intensive form of outreach aftercare in the women's own homes in the sense of "learning to live alone". The association also offers individual group services, e.g. for primary school children ("Courage is good") and expectant/young mothers who have experienced violence (Viola breakfast). In 2024, the city is subsidizing the association with almost 53,000 euros for the operation of the women's advice centre, including outpatient support.

Community work Association for helping people at risk in the "Am Nippenkreuz" neighborhood

The district café with its integrated social counseling service has become a permanent institution in the neighbourhood. The tenants of the "Am Nippenkreuz" housing complex and the surrounding social housing in Mehlem have a fixed central point of contact there, which offers a place to meet other people without conditions and at the same time provides support with a wide range of problems. 90 percent of the residents receive transfer benefits, which means that the topic of "securing a livelihood" in the form of the need for advice on applying for/continuing to receive social benefits takes up a lot of space.

In addition, there are often health problems, such as drug addiction, often in combination with mental illness. Debt settlement measures are just as much a part of everyday life for the local social workers as measures to ensure nursing care or "translation work" in the context of bureaucratic procedures. The district café with integrated social counselling has become an indispensable stabilizing institution that offers disadvantaged people opportunities for social participation and thus makes a significant contribution to improving their quality of life.

In 2024, the City of Bonn is financing the community work "Am Nippenkreuz" with a total of 216,000 euros.

Addiction support services

The task of addiction treatment is to offer people suffering from addiction individual help so that they can return to a life without addiction as far as possible. This diversity makes up the social landscape in Bonn. The Office for Social Affairs and Housing supports numerous addiction support services offered by Bonn-based organizations. The specialist outpatient addiction clinic of the Caritas/Diakonie outpatient addiction support service will receive 684,040 euros, the care center of the Verein für Gefährdetenhilfe in Quantiusstraße more than 1,922,740 euros and PAUKE Bonn-Rhein-Sieg almost 95,000 euros - in each case for the year 2024.

The services of the specialist outpatient addiction clinic are aimed at all Bonn residents over the age of 21. They offer a wide range of counseling, treatment and support for problems with alcohol, illegal drugs and medication. The counseling services of the specialist outpatient clinic for addiction are also open to people with behavioral addictions such as pathological gambling, computer addiction and others.

The support services at the Quantiusstraße support center are aimed at addicts in special social situations. Substance addiction is primarily an addiction to illegal drugs, but also to alcohol and medication. A significant proportion of the target group also has psychological problems and physical illnesses. The main characteristics of the special living conditions are (impending) homelessness, homelessness and drug scene as usually the only social environment, destitution and debt, unemployment, delinquency and acquisitive crime, poor health and neglect. In order to improve the living conditions of these people, the Association for Assistance for Vulnerable People develops innovative, pragmatic and needs-oriented as well as closely networked assistance systems.

The name PAUKE stands for project, work, environment, communication and integration. PAUKE organizes integration in the areas of work, housing and social contacts through professional advice, real-life support and vocational training. It is open to all those seeking help and interested parties who are specifically looking for help with quitting or would like an orientation talk and support in a crisis, who need information on the topics of addiction, quitting and prevention and/or have general questions about drugs, alcohol and medication. The outpatient counseling service focuses on low-threshold, anonymous counseling.

Telephone counseling Bonn/Rhein-Sieg

With its round-the-clock, seven-day-a-week counseling service, the Bonn/Rhine-Sieg telephone counseling service is one of the long-standing services funded by the Federal City of Bonn and is an indispensable, firmly established institution within the counseling landscape. The telephone counseling service is available free of charge to anyone seeking advice. In addition to the traditional telephone counseling service, it also offers the option of making contact by e-mail or chat. In principle, there are no restrictions on topics - anything that is perceived as stressful can be discussed. A total of 90 trained volunteers are available to help those seeking advice. The telephone counseling service is called more than 40 times a day, i.e. around 15,000 times a year. In 2024, the telephone counseling service will receive a grant of 89,000 euros from the city for its work.
