Secretariat of the United Nations Office for Disaster Risk Reduction (UNISDR)


 

The International Strategy for Disaster Risk Reduction (ISDR) aims at building disaster resilient communities by promoting increased awareness of the importance of disaster reduction as an integral component of sustainable development, with the goal of reducing losses due to natural hazards and related technological and environmental disasters. To fulfill this mission, 168 nations adopted at the World Conference on Disaster Reduction (WCDR) in Japan in 2005, an outcome document, called the Hyogo Framework for Action. It highlights early warning as one of the major elements of disaster risk reduction.

Local knowledge is an important key to disaster preparedness. It helped save the population on Simeulue Island in Aceh Province, Indonesia, from the devastating effects of the 2004 tsunami. The tsunami killed only seven people on the island out of a population of approximately 83,000. Blending modern technology with local knowledge represents an important step towards an efficient dissemination and communication network.

The Bonn Office of ISDR opened in 2004 with the support of the German Federal Foreign Office. It is part of the ISDR secretariat, based in Geneva and is active in promoting the integration of early warning into leading international policy processes, particularly regarding disaster risk reduction and climate change. The office supports wider dialogue and innovation on multi-hazard early warning and related risk reduction, through networking and partnerships.

The Bonn Office serves as the secretariat for the International Early Warning Programme (IEWP) that was launched at the WCDR in 2005. The IEWP is set within the ISDR system. The programme promotes effective peoplecentred early warning systems to reduce the impact of disasters.
